Strategic planning is a complex process of organizational change that looks at the world 5-10 years ahead.  Central Kitsap School District has been fully engaged in this ongoing process over the last three years and strategic planning remains one of our three major initiatives for this school year.  We continue to gather information and data, refine goals and indications to measure their success, and implement the most efficient ways to use available resources. We have identified five strategic planning goals for 2007-08.  These goals set direction and priorities for the District.

MAXIMIZE LEARNING FOR EACH STUDENT

Ensure and support an effective and highly skilled staff.

Provide a safe and caring environment for students & staff.

Implement a fiscally sound budget aligned with district goals and outcomes.

Engage parents and the community in the education of their students.

We have requested and continue to receive tremendous support from our community and staff members that has been critical in the development of a comprehensive and actionable plan. We have had community and staff forums, conducted surveys and through the work of Task Force Resource (TFR) have reviewed a number of key district programs.  Our work continues this year as we review additional district programs.  Our ultimate goal is to review all programs.

August 2004 – At the all staff Welcome Back Event, Superintendent Lynch announced that the 2004-2005 school year would be the “Year of Assessment”

August 2005 – At the all staff Welcome Back Event, Superintendent Lynch introduced key initiatives for the year. Strategic Planning was one of these initiatives.
 
Fall 2005 – Community Survey, School Support Maintenance and Operations Levy

December 2005
– Consultant Sylvia Soholt, KSA Plus Communications, presented an overview of a strategic planning process for the District to the School Board. She shared a proposed time for each phase of the project and responded to questions.

February 2006 – Study session on Strategic Planning is held prior to the regularly scheduled Board meeting. Sylvia Soholt presented an analysis of past strategic planning efforts and recent diagnostic reviews. After offering some conclusions, she led the board members through an exercise to identify three clear goals and measures of success for each.

March 2006 – Consultant Sylvia Soholt presented to the Board results of interviews with 71 District participants. Their responses were organized into categories based on the most frequently mentioned issues. She identified the next step as working with Cabinet to create a draft of goals and measures and to identify areas where opinions differ.

Fall 2006 – Technology Audit

A History of Change

  2004 - Present, Over the last two years, the District has had reviews of our organization by the Baker Educational Research Corporation (BERC), the Washington Association of School Administrators (WASA), and a Consolidated Management Review by an OSPI team.  Past reviews included substantial input from staff.  Based on that work, and prior planning efforts, we are currently engaged in developing a strategic plan to guide the District's work.  Input from staff and community are critically important to developing an effective strategic plan.

  In 1999, The Parent Involvement plan was broadened to be more inclusive as Family and Community Engagement. In addition, plans were developed for Human Resources, Business and Operations, and Communications. The Technology strategic plan was updated one year later.

  In 1995, the District received a three-year grant and consulting services from The Boeing Company to develop strategic 5-Year Plans for Performance Based Education, Staff Development, Program Evaluation, Shared Decision Making, Student Discipline, Parent Involvement, and Technology. The plans set improvement goals and strategies.

  In 1988, Central Kitsap School District teachers and administrators wrote a proposal for a Washington State Schools for the 21st Century Grant. While the grant was not selected for funding, the District believed in its vision. Making a commitment to improve the educational process in a systemic restructuring effort, an initial group of visionaries set the stage for improvement in CK.

This visionary work helped CK develop specific strategic plans focused on the continuous improvement of student achievement and the effective use of the District’s resources.

Standards Based Education

VISION:  Standards Based Education emphasizes and measures what students learn and how well students use what they learn.

CK, the state, and federal government hold high standards for our children’s learning. CK’s instructional program is aligned to standards to ensure that students meet learning and graduation requirements.

2004-2005:

  CK will focus its efforts to implement a standards based education using an appropriate rigorous curriculum as well as aligned instructional materials, student assessment, instructional practice, student and system accountability, and revised graduation requirements.

Family and Community Engagement

VISION:  Families, Community, and Schools Linked for Student Achievement
CK believes in strong District, community, and family partnerships dedicated to student achievement. The strategic plan ensures that parents, families and the community will understand the critical importance of being involved in our children’s learning.

2004-2005:

  • Schools will include Family and Community Engagement Plans as part of their annual school improvement plan to increase parent involvement.
  • Funding will be provided to support school plans including some staff time and supplies.
  • Data will be gathered to evaluate the effectiveness of each school's plan and the impact on student achievement.

Human Resources

VISION:  Find the Best, Hire the Best, Retain the Best....to Join the Best

CK is dedicated to attracting and retaining a diverse and exemplary staff to ensure that our community's children will achieve today's rigorous educational standards.

2004-2005:

  • Recruiting efforts will attract a highly qualified, diverse teaching and support staff.
  • Teacher recruiting efforts will be targeted to provide a deep and diverse pool of candidates.
  • Retention efforts will ensure highly qualified teaching and support staff remain.

Student Behavior

VISION:  Students in all settings will behave in accordance with District standards

CK is committed to providing a safe and caring learning environment for all students. CK is committed to schools teaching appropriate behavior to all students.

2004-2005:

  • CK will communicate current policies, rules and procedures to all staff, students, and parents.
  • CK will gather data on student behavior for effectiveness and improvement needs.
  • Behavior expectations, problem solving, and social skills will be taught to all students in all settings.
  • Root causes of bullying, intimidation, and harassment will be addressed and parents, students, and the community will be included in the effort.

Technology

VISION:  Students, staff and community infuse existing and emerging technology to support of teaching and learning.

CK believes that technology integrated into the curriculum fosters intellectual curiosity, creativity, and collaboration in the pursuit of knowledge and learning.

2004-2005:

  • Ensure students have technology resources.
  • Phase in Web communication with parents for grades, homework, etc.
  • Provide instructional materials to support technology integration into the curriculum.

Business and Operations

VISION:  Business and Operations "STEPS" Up for Student Learning -- Standards, Technology, Efficiency, Planning, Service.

CK is committed to efficient, measurable, and responsible support services throughout the District using technology and a data-driven fiscal strategy.

2004-2005:

  • Consistent standards for business and operations will be used across the District.

  • Data will be used to evaluate and implement system-wide process improvement.

  • Technology will be used to provide an efficient request, response, and tracking system.

Communications

VISION:  Foster clear communications between the District and the community in support of student learning.

CK is committed to providing parents, students, and the community with multiple opportunities to communicate with the District regarding educational needs and concerns.

2004-2005:

  • Foster opportunities for parents, students, staff, and the community using the full spectrum of communication tools.

  • Use the District's Web site and E-mail as information resources to reach all audiences.
